Notifications of new docs in portal

When someone reviews docs in portal the ALERT bells are removed. THIS IS BAD NEWS. Need to be able to MANUALLY turn off when docs are removed, OR be able to turn the bell back on. When a broker, ducks in to check something, they do not want to SAVE, this is another persons role, but now there is NO way for anyone else to see who had new docs. not they have to go to each file and manually check, HORRIBLE
