When archiving categories in the finance vault allow a category to be added back in from a stack with a matching name.
Use case:
AIP - payslips are requested, client provides them, payslip category is archived.
Formal - New payslips are required
Current workflow - show archived, change category name from payslips to payslips_archive, add category payslip into the doc request, approve and send
