FI Messages? Where are they in BE?

Why does it seem that BE doesn't react to FI Messages? Why are these messages not integrated into the work flow, to allow auto-shifting of cards for particular process stacks?
The messages are being received by Flex, so why can't you make some sort of sync across (if BE isn't capable of receiving them?) - so at least some of the messages get to BE data records?
