BLOCK the "I'M DONE" button

The client shouldn't be able to click the "I'm done" button, until they finish all the task that needed to be done. This has cause a lot of confusion with the client especially for Privacy and Consent and Credit Proposal, where they mostly click the "I'm Done" button straight away and think they have done what they need to have done.
